Qualification and procedures

JUNIOR CHAMBER INTERNATIONAL MALAYSIA

JCI SENATORSHIP AWARD MANUAL 2002 (REVISED 2009)

 Nominations in the prescribed form (JCI Senatorship Application Form) together with the nominee’s citation shall be submitted to the JCIM Senatorship Screening Committee Chairman (the NIPP as per By-Law 15-3) through the LOM Presidents.  Only LOM officers, Directors, National Officers and JCI Senators may make such nominations for JCI Senatorship.

 Junior Chamber International Malaysia shall have the nomination form verified by the Senate Chairman and his appointed Committee.  In cases where necessary, JCIM may interview nominees for the purposes of verifying other information and date.

 LOM should consider and deliberate on the nominations very carefully.  The fact that this award is never to be taken lightly, that this is a life-time award and that this is to be given only to members who have contributed in advancing and promoting the movement should be seriously considered.  Only those members who have performed way above the ordinary member in serving the movement are worthy of being considered for nomination.  Execution of LOM office posts should be far above the normal call of duty.

 AMENDMENTS to this Senatorship Award Manual can only be made with an unanimous vote of the JCM Board of Directors (including the Senatorship Screening Committee Chairman), and subject to the General Assembly’s endorsement.

 HOW TO SUBMIT AND WHO IS QUALIFIED?

 LOM forms its Senatorship Screening Committee.

  1. Refer to the Application Procedure.
  2. Verify Nominees’ qualifications with criteria set out in this manual.
  3. Submit Application with appropriate Form together with the necessary BANK DRAFT or CREDIT CARD of US$300.00 payable to Junior Chamber International.
  4. A fee of RM300.00 shall be submitted upon each application (of which RM150.00 payable to “Jaycees Malaysia Senate Association” which being Registration Fee as member of JCI Malaysia Senate Association AND another RM150.00 payable to “Junior Chamber International Malaysia” being application processing fee. Both payments shall be made in form of Bank Draft or Cheque.
  5. Forward Applications to the JCIM Senator Screening Committee Chairman, the NIPP, any time before the National Board Meeting or Annual National Convention.

SENATORSHIP APPLICATION PROCEDURE

 PREAMBLE

 The criteria for awarding JCI Senatorship in a Jaycee will be guided by the JCIM Senatorship Awards Manual.  However, there has been confusion regarding the procedure and the line of communication.

 The Senate Committee of JCIM therefore endeavor to resolve the confusion with Senatorship Application Procedure.

 PROCEDURE

 All applicants should be made on JCIM’s JCI Senatorship Application Form and Entry Form.

 METHOD

 LOM’s Records & Recognition Committee or Senate Committee recommends to the LOM Board, the nominee(s), current or past members for approval.

 

  1. LOM Board approves or rejects such application(s) is/are approved by the Board, it is subject to be endorse/ratified by the LOM’s General Assembly.

 

  1. Application form in duplicate (including 3 passport size photos), should be orderly completed and signed or endorsed by the current LOM President, or IPP of LOM where the LOM President is the nominee together with the record of the nominee’s citation in duplicate and must be accompanied by a copy of the LOM Board Meeting’s minutes and LOM AGM Minutes pertaining to the Approval.  (Extract copy of Minutes is not acceptable).  All pages of document submitted must be certified true & correct by the applicant and countersigned by the LOM President.

 

  1. Confirmed minutes of the LOM Senatorship Screening Committee must be attached to the application form.

 

  1. That all submissions for Senatorship Application be properly binded. All documents and certificates to be certified true copy by LOM President.

 

  1. A fee of RM300.00 for each application should be attached together with the submission and made payable as following:

 a)       RM150.00 payable to “Jaycees Malaysia Senate Association” which being Registration Fee as member of JCI Malaysia Senate Association.  This fee is refundable if the Senatorship application is not successful.

b)       RM150.00 payable to “Junior Chamber International Malaysia” being application processing fee. This fee is not refundable.

 

  1. A Bank Draft or Credit Card of USD$300.00 payable to Junior Chamber International for each application should be attached to the form with a covering letter and sent to the National Senate Chairman. Credit Card info shall be filled in to the space provided in the JCI Senate Application Form.

 

  1. NOM Senate Screening Committee Chairman will recommend the application to the NOM Board for Endorsement or rejection.

 

  1. If endorsed by the NOM Board, the National President will duly complete the form and the NOM Senate Chairman will be responsible to forward the application(s) together with the bank draft(s) to Junior Chamber International, with carbon copies of the letter to the LOM President concerned.

 

  1. All JCI Senatorship Awards will preferably be presented to the recipient(s) during the National Convention Awards Banquet or any formal LOM function sanctioned by the National President or NOM Senate Chairman.  JCIM discourages any presentation made during an informal function.

 

  1. If any application does not comply with the above requirements, it shall be rejected.  Application (s) sent directly to Junior Chamber International without the approval of the National Board shall be considered null and void.  Junior Chamber International will be advised by Junior Chamber Malaysia Senate Chairman or National President to revoke such application (s); and the payment of US$300.00 will not be refunded.

 SENATORSHIP SCREENING COMMITTEE

In every LOM, the Senators should be organised into a group who will be the approving body for every nomination for JCI Senatorship.  In LOM where there are no Senators, a Group of associate members (or past members) or a Council of Past Presidents may serve temporarily as such approving body.

There should also be a Screening Committee to be composed of representative of Senate Group (as Chairman), a representative of the LOM’s Board (preferably the Secretary) and a representative of the LOM (a non-officer).

It is recommended that each LOM set up a Senatorship Screening Committee.

Special consideration will be given to LOM’s existing for less than five years and/or with the minimum membership of twenty, to have the minimum requirements of their nominee(s) waived and if found deserving, (on the strength of the LOM’s recommendation and discretion of the JCIM Senatorship Screening Committee) nominee (s) will be given the award.  The decision of the JCM Senatorship Screening Committee is final and conclusive.

 MINIMUM REQUIREMENT

LOM shall disqualify members who shall not comply with the following basic minimum requirement :-

 

  1. Senatorship is restricted for members of at least 3 years standing for services at any level of this organization.

 

He/She need not be a member at the time he/she is being considered.

 

  1. The nominee must have attended an International Conference or Congress and two (2) National Conventions.  However, LOM in very meritorious cases may dispense with the requirement of attending an International Jaycees Junior Chamber Conference or Congress if in their findings the nominee does not have the financial means.  In this event, the nominees

 

  1. Should have attended at least three (3) regular National Conventions.

 

  1. The nominees must have been a National Officer, Director of the LOM or Chairman of a successful and outstanding project that advanced the purpose of the movement.

 

  1. The nomination form must be completed by the nominee in duplicate and certified by the LOM President.

 

  1. All the above must be complied with as minimum requirements before any member of the LOM may be considered for Senatorship as recognition for very outstanding service to the Junior Chamber Movement.

 

  1. That, JCI Senatorship applicant must enclose 3 photographs.

 

  1. That, 2 photocopies of certificate of attendance to World Congress, ASPAC Conference, National Convention and Area LOM Meeting or such other evidence as may be necessary or relevant must be enclosed with application.

SENATORSHIP AWARD CRITERIA

 AWARDING POINT – 90

 All nominees shall be graded by their individual LOM by points to comply with the basic minimum requirements.  Below are the criteria for grading the performance of the nominees.

 The LOM shall endorse to JCM through the LOM President only the nominees who have earned a minimum of ninety (90) points.

 SPECIAL CONSIDERATION

 Any candidate who earns eighty (80) points may on a very meritorious case be considered by the LOM Board and JCM Senate Committee for deliberation only after an unanimous vote.  No member may be considered for Senatorship unless he/she has been a member in good standing for a minimum of five (5) years and has complied with the basic minimum requirements, except in some cases as provided above, and unless he/she has earned the minimum points.  Nomination to JCI for Senatorship shall be on an unanimous vote of the members present at any JCM Board Meeting.

 In some cases of exceptional international recognition in the field of Jayceeism, a member may be considered for Senatorship and the above rules waived by an unanimous vote of the JCM Board of Directors (including the Senate Chairman).

level of points will be considered.

(For example : A nominee may be the outstanding Jaycee of a LOM in 1984; and in that year he also won the outstanding Jaycee Award of JCM; and in that subsequent year, 1985, he won that outstanding Jaycee Award in the JCI Area Conference, the awarding point hence will be only 11 points.

  5. NIPP 2000 on July 5th, 2000 including all resolutions endorsed at the 23rd and 24th  ANC.
  6. NIPP 2002 on July 23, 2002 including all resolutions endorsed at the 26th ANC.
  7. NIPP 2005 on 1st July 2005 including all resolutions endorsed at the 29th ANC.
